Proposing the system of state-owned of capital management from zibo city practice

This paper,based on the investigation of the system of responsibility of capital management successfully carried out and popularized by Zibo City,Proposes that the system of responsibility of capital management,under the condition of the fact that the right of the management of the national capital can not be completely granted,is disputablely one that can not only determine the relationship of resposibility between the owners and the managers of the enterprises,ensure the resposibility of keeping and adding values of the property and pure asset which are shouldered by the lawful representitives of the enterprises,but also put into effect the method of management that can seperate the administration from the management in the enterprises.The paper also deals with the key problems which should be attended to in implimenting the system of the responsibility of the capital management.
