Transition from Urban Renewal to Urban Regeneration:A Perspective of Migrants' Rights to Housing

The focus of New-style urbanization is the transition from land-centered urbanization to human-oriented urbanization.However,245 million rural migrants still have no access to urban welfare of hukou residents including housing rights,and most of them have to live in Chengzhongcun which provides low cost housing for migrants.Under the influence of neoliberalism,local governments demolish old houses and replaced them with high-rise buildings in the renewal of Chengzhongcun,leading to many social and economic problems such as gentrification.This paper starts with an introduction to rights to housing of migrants,and explains why local governments are unwilling to provide public housing for migrants.It argues that urban renewal can be transformed to urban regeneration by linking Chengzhongcun renewal to the provision of public rental housing.In Chengzhongcun renewal,upgrading should be used as the primary tool,while demolition as a supplement.It concludes with planning and implementation strategies of Chengzhongcun regeneration.
