Collaborative Planning Toward Development Implementation——A Case Study of JiuXing Building Material Market

Jiuxing Building Material Market is a low-cost retail space within the Shanghai outer ring. As the city expands, it is pushed toward the forefront of market-driven urban renewal. In contrast to the technical rational blueprint, Jiuxing's regeneration has to balance the stakeholders, which include the Jiuxing Village, development groups and the government department. This calls for a change in planning rationales. Multi-party negotiation becomes a key part of the planning process. By taking into consideration of multiple stakeholders, the paper proposes a method for rational consultation. The planning process has been transformed into a platform for negotiating development scale, profit distribution and fulfilling public interest. Correspondingly, urban planners are turned into moderators and defenders of public interest. The overall process becomes a dialogue for reaching consensus to regenerate urban spaces.
