NEW CONCEPT OF URBAN DEVELOPMENT LEADING SHENZHEN COMPREHENSIVE PLANNING

Under the guidance of scientific concept of development,Shenzhen builds a new concept of urban development.The new concept not only reviews on the objective and pathway of urban development,but also reflects the nature of the urban.It is the starting point and the theoretical basis of Shenzhen Comprehensive Planning.The new concept emphasizes that the city is an open and complicated system,so that its transition relies on the structural adjustment of the whole system.Based on Shenzhen Comprehensive Planning (2010-2020),this article studies the transitional planning which is guided under the new concept of urban development.It explains that the transitional plan should have 5 features.First is to change the objective of urban development,second is to plan the incremental and renewable land as a whole,then to adjust the supply and demand for the land.The transitional plan should also focus on the key public policy,and promote the whole-process and diverse public participation.At the end,it examines the opportunities and challenges of the transitional plan,and gives a prospect of Shenzhen's urban plan in the future.
