Effectiveness of Public Participation during Historical Building Conservation in Hong Kong

Public participation is the characteristic of historic building conservation in Hong Kong. This collaborative conservation model formed during the practice includes Hong Kong government,non-profit organizations and the public. It is different from the western mode leading by community and Chinese mainland mode leading by government. The production of this model is affected by a variety factors such as historical heritage,ideology,social system,economic environment,cultural atmosphere and so on. The effectiveness of this model depends on the participating aim and stakeholders' influence on decision-making. Public participation is useful to individual conservation project. But It is lack of scale effect for the integral conservative development. So it's necessary to expand the category of public participation and discover more partners as well as style.
